與世隔絕的精靈之鄉位於森林深處，只有百餘個光精靈，人口稀少。精靈在粗壯的大樹上建造樹屋，遠眺過去與大自然融為一體，看不出來。精靈之鄉內有一座泉水，泉水聚成一個清澈湖泊，三棵樹纏結在一起形成天然的寶座，聖女居於其上，召開賢人會議共商國是。

光精靈分為三個階級：兒童、成人與長老。兒童在成長中尋找自己的路向，通過成人試煉成為一個出色的戰士或者魔法師，其中少數身具天賦的會由祭司收為徒弟，賢人會議會邀請精英祭司加入，成為長老。

光精靈政府分為聖女會同賢人會議與聖廷。聖廷(Her Holiness' Court)不定員，屬於聖女的幕僚，當中司馬(Marshal)負責日常保安（以及罕見的軍事任務），度支(Steward)司掌財政，巡理(Magistrate)向聖女提供法律建議，典藏(Libarian General)保管要籍檔案，翰林(Court Poet)作為宮廷詩人編寫詩歌撰述史書。聖女會同賢人會議(The Blessed in Witangemot)決定政策方向、訂立法律、舉行大審判。例會在聖女不在場時，由最資深的長老主持會議，這位長老又稱為揆席(Chancellor Witan)。可以說賢人會議決策，聖廷執行。

這個身披漆黑斗篷的血瞳少年長得像精緻的象牙人偶一樣美麗，烏亮的長髮彷如黑珍珠垂下，祼足浮空離地半分，髮尾也剛好不著塵土。斗篷中空露出了分明的鎖骨，乳白的左胸上有一個複雜的圓形刺青，嘴角稍帶邪氣地揚起。
